Once you learn to drive a tank or helicopter you never forget.  You can upgrade those abilities to make Alex more effective with them.  The Air Strike is a different story.  You only get a certain amount.  When you first learn how to call them in, you only have one.  After you use that one, you have to find a Base Commander and consume him to refill it.  As the game progresses you can call in more.  I think the max is three at a time.  The only caveat is that you have to be disguised as a Military member when you call it in.  Hope that answers your question.</description>
