    Welcome back!
    As far as the Dalek conversion goes – the Daleks themselves are mutated humanoids (Kaleds), so I would assume that any human/humanoid could be mutated to become a Dalek operator.
    The foreshadowing of the Doctor Who? question continues (slightly) in Dinosaurs on a Spaceship thanks to Oswin.
